Abstract

COVID-19 is a disease with high rates of spread and mortality that has led to the worldwide establishment by governments of measures that limit the exercise of fundamental rights, especially the right to autonomous work in public spaces. Such is the case of GAD Machala that as a mechanism to guarantee the right to health in the face of the Covid-19 pandemic, it promulgated a municipal ordinance that restricts the right to face it, the concern arises to analyze whether the administrative decisions of the institution should focus solely on guaranteeing the right to health? How should the municipal administration of Machala deal with the consequences of the COVID-19 pandemic on the right to work?
