| dc.description | The present study seeks to identify the different procurement procedures based on the current regulations of the organic law of the national public procurement system, together with its regulations and the respective resolutions issued by the public procurement portal. The main objective is to define the correct procedure for contracting the heavy equipment rental service in the different types of contracting in order to establish the stages to follow in this process. According to the problem in this type of contract will be made the procedure of electronic reverse auction given by the particular conditions, object of contracting, technical specifications, reference budget, among others. The methodology of the current research work is based on scientific articles with their respective bibliographic information and, finally, the conclusions that will determine the proposed objectives and recommendations of the research. | es_ES |
| dc.description.abstract | El presente estudio busca identificar los diferentes procedimientos de contratación pública sustentada en la normativa vigente de la ley orgánica del sistema nacional de contratación pública junto con su reglamento y las respectivas resoluciones emitidas por el portal de compras públicas. El objetivo principal tiene como finalidad definir el procedimiento correcto para la contratación del servicio de alquiler de maquinaria pesada en los diferentes tipos de contratación con el propósito de establecer las etapas a seguir en este proceso. De acuerdo con la problemática en este tipo de contratación se efectuará el procedimiento de subasta inversa electrónica dada por las condiciones particulares, objeto de contratación, especificaciones técnicas, presupuesto referencial, entre otros. La metodología del actual trabajo investigativo está basada en artículos científicos con su respectiva información bibliográfica y, por último, las conclusiones que determinarán los objetivos planteados y recomendaciones de la investigación. | es_ES |
