| dc.description | Las garantías que se otorgan en las entidades del Sector Público por parte de los oferentes, son una herramienta que garantizan el cumplimiento de los contratos entre el Estado y sus instituciones frente a los proveedores, con el objetivo de salvaguardar sus intereses y hacer uso correcto de los recursos públicos, de esta forma contribuir al correcto funcionamiento de las entidades y al alcance de sus objetivos institucionales. Por esta razón es preponderante que las instituciones del sector público no financiero del Ecuador cumplan con las disposiciones que para su efecto disponga el Servicio Nacional de Contratación Pública y la Ley Orgánica del Sistema Nacional de contratación Pública junto con su reglamento. En la presente investigación se analizará las diferentes garantías exigidas por el Estado a los oferentes y en qué situaciones se requiere cada una de ellas en el proceso de adquisición de bienes, hasta establecer las respectivas conclusiones resultado de la resolución del caso práctico objeto de la investigación. | es_ES |
| dc.description.abstract | The guarantees that are granted in entities of the Public Sector by the bidders, are a tool that guarantees the fulfillment of the contracts between the State and its institutions before the suppliers, with the objective of safeguarding their interests and making the correct use of public resources, in this way contribute to the proper functioning of the entities and the scope of their institutional objectives. This is the reason why the institutions of the non-financial public sector of Ecuador comply with the provisions for the effect of the National system of Public Contract and the Organic Law of the National System of Public Procurement with is regulations. In the present investigation the different guarantees demanded by the State to the bidders are analyzed and in what situations each of them is required in the process of acquisition of goods, until the moment the respective conclusions of the resolution of the case object of the investigation. | es_ES |
