Análisis del impacto de las regalías mineras en los gobiernos autónomos descentralizados municipales de Portovelo y Zaruma (2020 – 2022)

Abstract

The municipal GAD's don’t have control over the collection of royalties due to gold mining, despite the fact that in 2015 a resolution was implemented on the powers of the municipal GAD's regarding the collection of mining royalties, but this is only limited to the exploitation of quarries and river beds, but not gold mining, which is the most active in the cantons of Portovelo and Zaruma, these royalties continue to be collected by the State through the SRI collection entity. Despite the fact that the mining concessions have paid their obligations for mining royalties to the SRI, the municipalities of Portovelo and Zaruma during previous administrations had not carried out the pertinent steps to have their corresponding percentage of these royalties delivered to them, which is why they haven’t generated a socioeconomic impact, but if these royalties were delivered it would be a considerable income for these municipalities.
