Abstract
El presente proyecto de titulación se preparó con el fin de conocer la conceptualización, técnica legal y tratamiento contable, cuando las instituciones del sector público no financiero contraten obras de infraestructura y de acuerdo a las características del contrato deban conceder anticipos por las obras contratadas. Para obtener esta información se realizó una revisión en artículos científicos, normas, leyes, reglamentos, libros y demás documentos que se utilizan en las instituciones en el sector público. Cada uno de los temas fue expuesto de manera detallada, pero limitando la información únicamente con relación directa con el tema de investigación, de forma que se obtuviere una comprensión clara de los puntos que se tratan.
Description
The present project of titration was prepared in order to know the conceptualization, legal technique and accounting treatment, when the institutions of the public nonfinancial sector contract works of infrastructure and according to the characteristics of the contract they must grant advances for the works contracted. To obtain this information, a review was made of scientific articles, norms, laws, regulations, books and other documents used in institutions in the public sector. Each of the topics was set out in detail but limited information only in direct relation to the research topic, so as to obtain a clear understanding of the issues involved.
