La silla vacía: experiencia del municipio de Pasaje en los años 2019-2020.

Abstract

The Constitution of Ecuador 2008 is the genesis of a participatory process based on a democratic theory, its text covers a system of participatory coexistence at all levels of government, implementing in a special way a participation mechanism called “Empty Chair”; It is contained in “Art. 101.- The sessions of the decentralized autonomous governments will be public, and in them there will be an empty chair that will be occupied by a representative or a citizen representative depending on the issues to be discussed, with the purpose of participating in their debate and decision-making ”. The present Development project seeks as a general objective a critical legal-constitutional analysis of the experience that the pasajeña population has had in the 2019-2020 period. The methods used in the investigation are the Explanatory Legal method, the Exegetical method, the inductive-deductive method, it also responds to a qualitative, descriptive and transversal methodology. The conclusions of the investigation show the need for the publicity and promotion of Constitutional Law that assists all Pasajeños to know this local legislative body.
