Abstract

.The present investigation was carried out in the Rájaro site belonging to the El Progreso parish of the Pasaje canton and seeks to determine the articulation of citizen participation in the management of the socioeconomic development of the aforementioned sector, it should be emphasized that at present an active participation of residents on issues such as development management, that would allow them a broad progress in the entire context of a given territory. The specific objectives of the research were related to. Describe the characteristics adopted by citizen participation in relation to local socioeconomic development, establish the characteristics assumed by local socioeconomic development, and determine the consequences generated by low levels of citizen participation in the management processes of local socioeconomic development. The investigative work was based on the inductive empirical epistemological approach, which obtained real experience in relation to the subject, in the same way the sociological foundation was based on two theories. Structural - functionalism and Local Development, The methodology was quantitative, which contributed to the collection of true data through instruments such as the survey directed at the sample of 118 inhabitants that was previously selected, and the interview with the directors of the Rájaro site and the parish GAD of El Progreso. The results of the investigation showed the scarce participation by the citizens in the meetings or committees that organize the directive, lack of communication both among the inhabitants themselves and with the directors, as well as the lack of interest in not providing support to the efforts of the directors , likewise the lack of intervention by the authorities of the parish GAD over the years and lastly the scarce presence in management and organization of previous directives towards the existing problems in the sector. With the results obtained, an intervention proposal was designed as the main alternative solution for the inactive participation and collaboration of the residents towards the efforts of socioeconomic development, since all this generates a delay and greater disorganization on the part of the inhabitants. and directives that prevent an adequate improvement for all the families of the site, For this reason, the intervention is oriented towards the application of a Community Management Plan to intervene in problems and basic needs of the Rájaro site with the support of the parish GAD, this proposal is largely necessary to work together, which includes three groups of people. such as, the inhabitants, directors of the sector and the parish GAD. The proposal has as its mission that each one of the residents become aware of the importance of their participation and taking the initiative in managing priority problems directly to public or private institutions, On the other hand, on the direct management side, it would provide them with organization and planning, as well as with the parish GAD, they could cover their respective functions, therefore, the various planned activities will be fulfilled, giving way to the motivation of its inhabitants and, to propose ideas guiding the solution of the problems and basic needs rooted, being able to obtain a better and satisfactory quality of life.
