Abstract

The guarantees that are granted in entities of the Public Sector by the bidders, are a tool that guarantees the fulfillment of the contracts between the State and its institutions before the suppliers, with the objective of safeguarding their interests and making the correct use of public resources, in this way contribute to the proper functioning of the entities and the scope of their institutional objectives. This is the reason why the institutions of the non-financial public sector of Ecuador comply with the provisions for the effect of the National system of Public Contract and the Organic Law of the National System of Public Procurement with is regulations. In the present investigation the different guarantees demanded by the State to the bidders are analyzed and in what situations each of them is required in the process of acquisition of goods, until the moment the respective conclusions of the resolution of the case object of the investigation.
