Abstract

The development of this research work is part of the analysis of the resolutions that have modified the customs regulations of the Temporary Admission for Re-exportation in the same State. In the first instance, the eight resolutions that the National Customs Service of Ecuador SENAE keeps in force through its website were compiled, for the subsequent analysis of the complementary reforms of each resolution, for which it has been replaced, the articles of their respective transitory provisions to form a single legal body. The modifications to the regulation of the current state became the resolution Nro.SENAE-DGN-2012-0339-RE, of the Official Registry Supplement 826 of 08-Nov-2012 that maintains this status, in which it began with 19 articles and currently consists of 20 articles. Starts from article 1 that refers to procedures, until Article 20 where stipulates the requirement of non-automatic import license for change of work. In this way it was possible to synthesize a single document of the regulations for the facilitation of OCE foreign trade operators. The ECOs to be included in the scheme in reference comply with the rules that the regime requires in addition to knowing the articles referred to in the COPCI that are complemented with resolutions, manuals that the SENAE issues, so that they have a better application in the customs processes of the regime 20. The methodology used for this research has been exploratory, accompanied by scientific articles to strengthen and sustain a better work and meet the proposed study objective.
