Resumen:
Actualmente las poblaciones de COCHICOLA - EL CAUCHO - "Y" DE HUACAS disponen de caminos vecinales por donde los habitantes transitan pero estos no prestan las condiciones necesarias y suficientes que brinden confort a estas comunidades especialmente en épocas invernales, en las cuales se vuelven intransitables, razón que ah llevado a la migración de algunos pobladores de estos sitios al verse aislado buena parte del año y no tener facilidades para trabajar, por este motivo se plantea un diseño vial que enlace estos sitios, y se conviertan en una ruta mas corta entre las ciudades de piñas y balsas
