Resumen:
The public sector manages its resources as a result of its needs for social welfare and in its authority they carry out the hiring based on its Annual Operating Plan (AOP) and the Annual Hiring Plan (PAC) prepared by all the institutions. In this investigation we analyze in a general way the procedures to be applied and the processing of the documentation in the different control units, which are carried out within the preparatory phase that is part of the precontractual for the acquisition of goods in the Autonomous Decentralized Municipal Governments, first, the units responsible for the process, the mandatory documentation, then the steps to follow in each action of the process until the award of the asset, to understand more how to apply and manage procurement procedures through feasible mechanisms and in compliance with the Law, its Regulations, SERCOP Resolutions regulations that argue the hiring processes, so that they are carried out with transparency and effectiveness to the institutional and social good.

El sector público maneja sus recursos a raíz de sus necesidades para el bienestar social y en su autoridad realizan las contrataciones en base a su Plan Operativo Anual (POA) y el Plan Anual de Contrataciones (PAC) elaborados por todas las instituciones. En esta investigación analizamos de manera general los procedimientos a aplicar y la tramitación de la documentación en las diferentes unidades de control, que se efectúan dentro de la fase preparatoria que forma parte de la precontractual para la adquisición de bienes en los Gobiernos Autónomos Descentralizados Municipales, se muestra en primer lugar las unidades responsables del trámite, la documentación obligatoria, posteriormente los pasos a seguir en cada acción del proceso hasta la adjudicación del bien, para lograr entender más su forma de aplicar y gestionar los procedimientos de adquisición mediante mecanismos factibles y en cumplimiento a la Ley, su Reglamento, Resoluciones del SERCOP normativas que argumentan los procesos de contratación, de manera que se realicen con transparencia y eficacia al bien institucional y social.
