Incidencia de la participación ciudadana en los procesos de control social del GAD de la ciudad de Machala

Abstract

The research work addresses a theme that will promote the political culture within our locality and above all it is to reflect the reality within the Gad Machala of how the institutional management regarding control and citizen participation is being handled and if what is expressed is fulfilled according to as stated in the Magna Carta and the same law of citizen participation. The main objective of the research is to determine the incidence of citizen participation in the processes of social control in the GAD of the city of Machala, through quantitative research, from the point of view that neighborhood leaders strengthen their knowledge and empower themselves to that can be linked to local development. Citizen participation is conceived as the right that all people have to intervene individually and/or collectively in activities related to decision-making, discussion of public policies, discussion of participatory budgets, accountability and all those areas that involve the administration of the State in its different levels of concretion, the management of economic resources and the management of the development of the population in the various areas of the territory. Citizen participation mechanisms effectively and optimally allow citizens to announce, formulate their proposals, observations, complaints and consult doubts with the sole objective of contributing to the needs and development of their community and the entire population, another aspect that each citizen through this instrument can also be used to request information in their GAD to certain information that the law stipulates that they are of a public nature. Within the theoretical context of the problem, it is approached from the structural functional point of view, this means that everything follows an order since it focuses on how societies are organized and each of the parts fulfills its function. Likewise, the epistemological approach used is the hypothetical deductive, on the other hand, the methodological approach that was used was quantitative and the techniques were the survey and interview. On the other hand, in the results obtained in the investigation it can be concluded that the neighborhood leaders have a low level of knowledge regarding the mechanisms of citizen participation and social control, being that citizen participation is a very important sociopolitical factor to motivate the link. Between the management and social control carried out by local authorities and the citizens themselves, this civic commitment contributes to community development. Citizen participation and social control are very important instruments within municipal institutional spaces to act on the quality of life of people or citizens thanks to fair and responsible joint work through this mechanism, policies emerge that contribute to effectiveness, efficiency and the quality of society, it should be emphasized that it is the duty of the State and local governments to act responsibly and transparently. The intervention proposal to be implemented to solve the problem is a "Proposal for training in citizen participation mechanisms to strengthen the intervention of neighborhood leaders in the administrative management of the GAD Machala" which will help the presidents get involved and thus themselves have an interest in intervening in the different processes to help local development.
