dc.descriptionThe following paper has as an objective to analyze the compliance with the principle of sufficiency of tax collection in the province of El Oro, taking into account that the information provided by the SRI (Internal Revenue Service) provided us the necessary guidelines to be based on the statistical information of the national tax collection and in El Oro province, it is possible to analyze if the principle which is the object of study is being fulfilled in its entirety, it is for this reason that the research is a descriptive due to the application of chapters and statistical tables with variations in the years 2015-2016, as well as the collection targets proposed for the province and the current levels of collection obtained. In 2015 in Ecuador, there was a significant variance in the Iva percentage (from June 2016 to May 31, 2017) the IVA rate from 12% to 14% and in June 2017 returned to 12%. The study found a significant difference level in collections in this specific tax. The Ecuadorian tax legislation foresees supposed numbers of elimination or reduction of the payment of tax obligation to promote objectives of the policy of control of the collected and what will be collected, which will be used for the benefit of the state. Incentives and benefits from various forms in a simplified scheme of tax calculation, in any case it will be done by exemptions of income, consumption and certain patrimonial elements; deductions to the tax base, tax rates, among others. In addition, it must be taken into account that in order to carry out the approximations of collection, it is necessary to analyze what has been collected in previous years and what is currently collected and to draw an acceptable variation of collection, which can be verified in chapter IV, where it will be able to display the goal of Collection of 215 and 2016, and the proceeds of those same years and thus specify whether the 100% target is met comparing previous years in terms of tax. Taxes contribute to tax expenditures with the purpose of making a better allocation for the general income of the state, privatizing the security of collected values, to promote the employment and investment, according to the Constitution of Ecuador Art. 300 of the Tax Regime which contemplates the Principles of Generality , Progressivity, Efficiency, Administrative Simplicity, Nonretroactivity, Equity, Transparency and Collective Sufficiency, through these principles the legislation establishes the direction of the national tax system, being the aim of study in this investigation the principle of sufficiency of collection. The methodology used is descriptive because through statistical data we will reveal changes in collections and the percentage that represents the same in order to determine if the principle established in the investigation is met; In addition to the study of norms, regulations, laws and referential documentation on the figures of the General Proforma of the Budget, they include the national and provincial account surrender rates for the period 2015-2016. Therefore, the information provided by the Internal Revenue Service in its WEB Portal, it allows at the same time to know tax and legal provisions related to the subject being evaluated, that is why according to what was analyzed, what or how much? Is a sufficient collection and how much would be the minimum percentage or minimum variant so that the principles established by law are fulfilled. As a result, to determine if the Principle of Sufficiency Collection is met or not, based on the analysis of compliance with the collection targets of the periods studied; After having collected the information and analyzed it, it was possible to appreciate that the collection goal is only fulfilled in 95% by 2015 and by 2016 only in 92% which results, in view of the premise raised regarding the Principle Of Recovering Sufficiency, that it is not fulfilled as it has not been able to reach the collection goal.es_ES
dc.description.abstractEl presente trabajo de titulación tiene como objetivo analizar el cumplimiento del principio de suficiencia recaudatoria en la provincia de El Oro, tomando en cuenta que la información proporcionada por el Servicio de Rentas Internas SRI otorga las pautas necesarias para que con base en la información estadística de la recaudación de impuestos nacional y de la provincia de el Oro, se pueda realizar un análisis investigativo con el cual se pretende determinar si el principio que está siendo objeto de estudio se está cumpliendo en su totalidad, es por esta razón que la investigación es de tipo descriptiva debido a que permitirá mediante cuadros y tablas estadísticas as diferentes variaciones de los años 2015-2016, así como las metas de recaudación propuestas para la provincia y los niveles efectivos de la recaudación obtenidos. En el 2015 en Ecuador, hubo una variante significativa en cuanto a porcentaje de IVA (de Junio del 2016 al 31 de Mayo del 2017) el porcentaje de IVA incremento de 12% a 14% y para lo cual en Junio del 2017 retornaría a 12%. Los hallazgos del estudio establecieron un nivel de diferencia considerable en recaudaciones en este impuesto específico. La legislación tributaria del Ecuador prevé números supuestos de eliminación o reducción del pago de obligación tributaria para promover objetivos de la política de control de lo recaudado y lo que se recaudara, mismo que será destinado para beneficio del estado. Los incentivos y beneficios conforman diversas formas en un esquema simplificado del cálculo de los impuestos, en todo caso se lo hará mediante exoneraciones de renta, de consumo y determinados elementos patrimoniales; deducciones a la base imponible, tasas impositivas, entre otras. Además se debe de tomar en cuenta que para realizar las aproximaciones de recaudación se debe analizar lo recaudado en años anteriores y lo recaudado actualmente y sacar una variación aceptable de recaudación, la cual se podrá verificar en el capítulo IV donde además se visualizará la meta de recaudación del 215 y 2016, y lo recaudado de esos mismo años y así concretar si del 100% de meta se cumple comparando años anteriores en cuanto a impuesto. Los impuestos contribuyen al gasto tributario con el propósito de realizar una mejor asignación para el presupuesto general del estado, privatizar la seguridad de los valores recaudados, promover empleo y la inversión, según la Constitución del Ecuador Art. 300 Régimen Tributario contempla los Principios de Generalidad, Progresividad, Eficiencia, Simplicidad Administrativa, Irretroactividad, Equidad, Transparencia y Suficiencia Recaudatoria, a través de estos principios la legislación establece el rumbo del sistema tributario nacional, siendo el objeto de estudio en esta investigación el principio de suficiencia recaudatoria. La metodología utilizada es de tipo descriptiva debido a que mediante datos estadísticos se descubrirán las variaciones de las recaudaciones además del porcentaje que representa la misma con el fin de determinar si el principio establecido en la investigación se cumple; entorno a estudio de normas, reglamentos, leyes y documentación referencial acerca de las Cifras de la Proforma General del Presupuesto, incluyen los porcentajes de rendición de cuenta nacional y provincial del período 2015-2016. Por lo tanto la información proporcionada por el Servicio de Rentas Internas en su Portal WEB, permite al mismo tiempo conocer disposiciones tributarias y legales relacionadas con el tema que se está evaluando, es por esto que según lo encontrado se analizara ¿Qué o Cuánto? es una recaudación suficiente y cuanto seria el porcentaje o variante mínimo para que los principios establecidos por la ley se cumplan. Como resultado definir si el Principio de Suficiencia Recaudatoria se cumple o no, tomando como base de análisis el cumplimiento de las metas de recaudación de los periodos estudiados; después de haber canalizado la información y analizarla se pude apreciar que la meta de recaudación sólo se cumple en un 95% para el 2015 y para el 2016 sólo en un 92% lo que da como resultado, en atención a la premisa planteada respecto al Principio de Suficiencia Recaudatoria, de que no se cumpla al no haber podido llegar a la meta de Recaudación.es_ES
